On April 24, 2025, during his visit to Kuwait, Liu Hongbing, Vice Governor of Guangdong Province, met with Abdulrahman Al-Mutairi, Kuwaiti Minister of Information and Culture and Minister of State for Youth Affairs. Chinese Ambassador to Kuwait Zhang Jianwei also attended the meeting.

The two sides exchanged views on strengthening cultural and people-to-people exchanges between China and Kuwait, and agreed that under the strategic guidance of the two heads of state, bilateral cooperation in various fields has achieved fruitful results. Both parties emphasized the need to further deepen cooperation in the fields of culture, tourism, sports, and youth affairs, leverage the unique advantages of Guangdong Province, promote people-to-people exchanges and mutual understanding, and push for greater development of bilateral relations.
