On November 12, 2025, Charge d’Affaires Ad Interim of the Chinese Embassy in Kuwait held a press briefing to share the guiding principles set forth at the fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC) with local media outlets, including Kuwait TV, Al-Anba, Al-Rai, Al-Jarida, Al-Qabas, Al-Seyassah and Annahar.

Charge d’Affaires Ad Interim Liu Xiang stressed that the fourth plenary session of the 20th CPC Central Committee sets out a top-level design and strategic plan for China’s development over the next five years, adding that it’s a meeting of great importance as China advances along a new journey toward the Second Centenary Goal. Under the leadership of the CPC, the Chinese people have been committed to turning every blueprint into reality, achieving remarkable results. Our consistent and stable approach has injected certainty and stability into the world economy. The 15th Five-Year Plan will be critical in building on past successes to break new ground for basically achieving socialist modernization by 2035. In the coming five years, China will stay focused on the promotion of high-quality development and make efforts to expand opening up at the institutional level, safeguard the multilateral trading system and promote broader international economic flows. China will open itself wider to the outside world, promote the innovative development of trade, expand two-way investment cooperation, and pursue high-quality Belt and Road cooperation. In this process, China will create new opportunities for the rest of the world through the latest achievements of Chinese modernization. 

Liu Xiang noted that the year 2026 will mark the beginning of the 15th Five-Year Plan period and the 55th anniversary of the establishment of diplomatic relations between China and Kuwait. Under the strategic guidance of President Xi Jinping and His Highness the Amir Sheikh Mishal, China-Kuwait relationship has made steady progress over the recent years. The leaders of our two nations have maintained friendly exchanges. Chinese Vice President Han Zheng has recently paid a successful official visit to Kuwait. During the visit, he had an in-depth exchange of opinions on the growth of bilateral relations with the leader of Kuwait. Over the past years, practical cooperation between our two sides has kept deepening. Many cooperative projects including the Mubarak Al Kabeer Port project have made positive progress. A growing number of Chinese brands have entered the Kuwaiti market, making many high-quality and affordable products accessible to local consumers. In addition, cultural exchanges between China and Kuwait have flourished. As the China Cultural Center in Kuwait was officially inaugurated, it will be conducive to closer bonds between the two peoples. The fourth plenary session of the 20th CPC Central Committee has sent a clear message on further deepening reform comprehensively and expanding high-standard opening up. This will create favorable opportunities for the future growth of China-Kuwait relations. He expressed hope that the two sides will seize the opportunities for win-win development presented by China’s 15th Five-Year Plan, bolster practical cooperation across various fields, and give substance to China-Kuwait strategic partnership.

The briefing presented the latest achievements in China’s emerging industries such as artificial intelligence (AI), humanoid robots and new energy vehicles, through videos and images. It also highlighted new breakthroughs in scientific and technological cooperation between China and Kuwait, for example, Kuwait’s utilization of Chinese technology to successfully perform the first remote robotic surgery and to launch the first batch of locally grown bananas. Additionally, the event showcased Chinese enterprises’ active engagement in Kuwait’s major economic projects, the growing presence of Chinese automobiles in Kuwaiti households, and the continual growth of Kuwaiti investment in China. Liu Xiang emphasized that as China is poised to implement its 15th Five-Year Plan in pursuit of high-quality development, it will use this opportunity to enhance synergy between our development strategies and keep deepening and expanding bilateral cooperation in order to deliver greater benefits to the two peoples.

Liu Xiang also had talks with reporters present at the briefing about the Party’s commitment to steering social reform by use of its self-reform, strengthening full and rigorous Party self-governance and implementing the central Party leadership’s eight-point decision on improving work conduct.
